Wage Pathways

Wage Pathways was an experimental component of the State of Ohio's Comprehensive Case Management and Employment Program (CCMEP) - a program of the Ohio Department of Job and Family Services (ODJFS) that aims to help disadvantaged youths establish self-supporting careers. The U.S. Department of Labor funded the Wage Pathways program and CHRR evaluated the program. ODJFS offered the Wage Pathways program to youths in five counties and CHRR evaluated the program using both administrative and survey data to compare the change in employment before versus after the program began, contrasting counties where youths were eligible for the program with counties where youths were not eligible. This is referred to as a difference-in-differences evaluation. CHRR also did a qualitative study of the program and its implementation. 

The evaluation found a statistically significant, positive effect on earnings due to the Wage Pathways intervention. Download the full report on the program evaluation to learn more:
